The problem with the proposed solution is that the two smokers don't value the right to smoke by $300, since 100+150=$250. Further, since the $250 at which the two smokers collectively value the right to smoke is less than the total cost of 200+75=$275 imposed on the non-smokers, the efficeint rule is the rule of no smoking.
